Models have the option of turning whispers on or off for the different levels of users. The default seems to be that only VIPs and fan club members can whisper. Models can turn these two groups off, or they can leave them on and also enable premium users to whisper as well. I am not sure about basic users, and I think guests are not able to whisper at all.

If you are getting that message, then the model you are visiting has chosen not to permit premium users to whisper to them. That is the model's choice and it should be respected. Quote
