How, with who can a member whisper/send a private message with a model?

How, with who can a member whisper/send a private message with a model?
Hi! you simply put a / (slash) in front of your messages, e.g.
"""
/hi bb h r u today?
"""
will be displayed in YOUR window as
"""
(whisper) hi bb h r u today?
"""
and is not seen by any other member in the room.
You can only whisper with the model, not with any other members.
In addition, you can send your sweetheart a message (aka email) via the f4f message system. Quote

why when I use whisper it says the person has blocked whisper for premium user
